The Pine Plains Planning Board scheduled a September public hearing on a proposed timber harvest along Route 199 and reviewed an unresolved property dispute holding up a separate site plan amendment during its Aug. 12 meeting.
Christopher Prentiss of Lower Hudson Forestry Services presented plans to harvest 426 trees from 42 acres of a 72-acre property owned by the Kathy Jane Blackburn Trust at 3228 Route 199.
The property has been managed by a professional forester since 1988, according to Prentiss, and was most recently harvested in 2008. The proposed work would remove about 10 trees per acre and is expected to take six to seven weeks.
Prentiss told the board there are no rare or endangered species on the property. Logs would be loaded onto trucks from a landing near Factory Lane and Route 199.
The Planning Board scheduled a public hearing on the proposal for Sept. 9 at 7:30 p.m.
Church Street Proposal Awaits Resolution
The board also discussed a proposed site plan amendment for Ceen Properties at 2775 Church St., where a dispute over a shared driveway and drainage remains unresolved.
Wesley Chase, who is preparing a detailed map for the application, told the board he expects to have the proposal ready for its September meeting but said the parties have not yet reached an agreement on the outstanding issues.
Thomas Angell, an attorney representing a property owner who permits Ceen to use an easement across the property for its driveway, said his client wants Ceen to widen and pave the driveway and maintain it for 10 years. After that period, maintenance would be shared equally.
Angell said his client also wants the driveway and drainage improvements designed by a professional engineer.
The Planning Board indicated that it wants the disagreement resolved before it deliberates on the site plan amendment. Chase proposed meeting with both parties in an effort to reach an agreement.
“Is there an interest in resolving it quickly? Hopefully everyone is reasonable and reasonable with each other,” Planning Board Chair Michael Stabile said.
The Weigh Station, which had been scheduled to present its plans for a grocery store on South Main Street before the board for, asked to be removed from the August agenda.
The Planning Board’s next meeting is scheduled for Sept. 9 at 7:30 p.m.
